The way shelters care for animals is they take them in when someone has to move and can't take the animal. If someone turns in a stray they will work to return it to it's owner's. If someone brings in a pet that is sickly but not there's, they will heal and treat it, then adopt it out unless claimed. And only sometimes they will respond to emergency calls, for example: a call comes in about a house with too many cats, or say, a dog abandoned for 2 weeks. Then if the shelter does rescues they'll seize the animals with a warrant, others wise they can't and won't do anything.
