The thermostat is broken. If it's not heating at all the heater element and/or it's fuse is broken.
If water heater is electric, usually bottom element is going bad. Replace ASAP.

as per to me the electric iron has got an elementthat becomes red hot when electricity passes through it. As we have seen in an toaster also the heating element becomes hot and the bread is also heated. Just as same iron has got an element which heats up....
For an electric water heater on alternating current, there is not 'positive' or 'negative'. There should be terminals labeled hot and neutral, though.
This happens because wire have less resistance.
