It does not. In the atom, the protons carry a positive charge, and the electrons carry an equal negative charge. In a regular atom of this element, the charges are equal and thus there is no net charge. If an electron is lost, a positively charged ion is created.

A standard atom has an equal number of positively charged Protons and negatively charged Electrons, so they balance each other out and overall the atom has a neutral charge. The addition of an extra negatively charged Electron means that the atom overall is no longer in balance and now carries a negative charge.
