A priority is being sure the animal in question is being abused and the owner is violating local laws. What some would call abuse it might not be abuse by definition of your local laws on abused animals. Check the animal at different times of the day. If you see a lack of sufficient water, food, and proper shelter of the animal, it might just be ignorance on the owner's part.
