you can volunteer at your local animal shelter.
A priority is being sure the animal in question is being abused and the owner is violating local laws. What some would call abuse it might not be abuse by definition of your local laws on abused animals. Check the animal at different times of the day. If you see a lack of sufficient water, food, and proper shelter of the animal, it might just be ignorance on the owner's part. Your local police station or animal shelter are better experienced to assess the situation and take the appropriate action. If you see out right abuse like beating, kicking, choking or any other violent action against the animal try to document the abuse (video tape or take a picture) and contact your local police station or animal shelter right away. Ring or somehow tell the local authorities responsible for animal protection, such as the RSPCA or SPCA, depending one where one resides.
You should take them to your local animal shelter, humane society or pound. You may not do harm to these animals or you can be charged with animal abuse.
Call your local animal control office to report abuse.
Depending on state laws, and the severity of the abuse, an animal cruelty charge can be classified as a felony and involve extensive jail time and monetary fees. Contact your local Animal Shelter to discuss/report possible cruelty cases.
