These ions form HCl(hydrochloric Acid) & HClO (Bleach;Hypochlorous acid).

H2O +Cl2 = HCl + HClO
These two compounds are bacterioccides. They kill bacteria. Thereby water is safe to drink.
At the water treatment plant, before it is pumped to houses factories etc., Chlorine gas is bubbled into the water. to form the two above compounds.
Only sufficient chlorine is bubbled in , in order to kill bacteris, but without seriously changing the taste of water. If occasionally the water treatment plant has been a bit 'heavy handed' with the addition of chlorine, you may have a slightly bleachy taste.
