"Engine Coolant" is a widely used term, and partially a misnomer in my opinion. What most commercially available coolants or antifreezes do is to raise the boiling point, and lower the freezing point of the water solution (straight antifreeze or coolant should never be used) in the cooling system. If you've taken basic chemistry you'll know that any water soluble compound will perform this same task when dissolved in water. Straight water will cool a vehicle sufficiently; however, most coolant or antifreeze has additives to reduce electrolysis and galvanic corrosion in the engine, which is caused by the constantly moving water and incompatible metals that are used to build the engine. But simply, the water solution circulates through engine by means of a pulley driven water pump where it absorbs heat and eventually flows into the radiator. The radiator has small tubes that flow through rows of metal vanes which direct air around the tubes, cooling the water, and returning it to the engine. If the coolant heater is trying to heat the radiator then it will not work very well to heat the engine, you would need a lot of BTUs to heat the radiator as it will shed all that heat to the air that is surrounding it.
