Gene Shuffling happens at the gametes/sex cells formation when the chromosomes line up in the middle at random during meiosis. So that means the 23 pairs of chromosomes we have can produce 8.4 million different combinations of genes.

Think of it as to playing cards. Each card represents an allele/trait. When you shuffle the cards, it leads to many different hands(Poker) you can obtain.
