The light doesn't change. But by cutting the time in half that the shutter stays open,
you cut in half the total amount of light that reaches the film.

1/125 is half as long as 1/60, so half the light will strike the film. To compensate you can either open the lens one f/stop or use a faster ISO and the same f/stop.
