The switch is broken. You need to replace it.
9006 for the low beam, 9005 for the high beam
9006 low beam, 9005 high beam
Usually there is a wire to the headlamps shorting on the headlamp frame. Just piull on the wires by the bulb connectors and the headlights wil go off when you have found the short. Start with the pass hihgh beam bulb.
you will probably have to replace the headlight switch.
I believe that after you turn the low beam headlights on , you pull out on the headlight switch

According to the 2002 Ford Explorer Owner Guide : The LOW BEAM headlights take bulb ( # 9006 ) Also , the HIGH BEAMS use # 9005
High beam headlights reveal objects at a distance of at least 450 feet away. High beam headlights allow the driver to view obstacles in the road much sooner than low beam headlights.
Need to specify which headlights you have... you either have the dual composite headlights, or you have the sealed beam headlight. In the case of the former, you rotate the harness 1/4 turn counterclockwise and it pulls out. You just replace the bulb. In the case of a sealed beam headlight, you have to replace the entire assembly.
