through a literary agent who sells to hallmark which can be a little trickly if you have not been published because one of the main agents (alive communications) that does sell to hallmark will not accept queries from 1st time publishers.
another option is to submit it to one of the publishers that partner with hallmark which you can find by going to the hallmark stores and looking at the publishers of their current gift books for sale.
