Evolution is defined as a change in allele frequency in a population of organisms over time. So if there are more blue eyed than brown eyed people in a town in 1950, but more brown eyed people in 1990, then evolution has occurred. Evolution can happen for many reasons. Maybe more brown eyed people moved into town, maybe more blue eyed people left town (Immigration or emmigration), maybe an earthquake can and randomly killed more blue eyed people. Finally, brown eyed people may have had more babies than blue eyed people. Only this last example is evolution by natural selection. It is one mechanism by which evolution can occur.

Natural selection is the nonrandom process by which biological traits become either more or less common in a population as a function of differemtial reproduction of their bearers. One of the main processes by which natural selection takes place is the competition over resources. The larger the population in a certain area, the more competition takes place. In the long run, it doesn't matter wheather or not the area is overpopulated; within any and every population, competition over resources takes places, so, in turn, natural selection does, too.
