It depends on the country. The United States, Canada and Mexico (among others) start Daylight Saving Time at 2 AM local standard time and end it at 2 AM local daylight saving time. But the times vary from as early as 10 PM in most of Greenland and on Easter Island to as late as 5 AM in Azerbaijan. At least they all do it during the night, in order to minimize the chance of interfering with people's schedules.
They will usually announce it on the news and calendars also tell you. Computers and cell phones automatically change so they can also help. Personally, I always change my clocks right before I go to bed on the night in which daylight savings begins.

Then there are countries that do not change their clock time. If you wish to know when a particular country or region makes the alteration then you will need to specify where and what year.

Originally all clocks were analog clocks that showed the passage of time by the change of something measurable. When digital clocks which displayed only numbers to show the time came into use, the phrase analog clock was used to refer to older types of clocks.
