The gas valve is an electrically powered device that is wired at the end of a series circuit so that it can only be energized (open) if all of the safety switches upstream in the circuit are closed and the pilot flame is lit on a standing pilot furnace.
This means there is a blower attached to the system that forces the heat into the home.
One of the drawbacks of a forced air furnace are the extreme dryness in your home. Also, they can make a noise when the heat is coming through the vents, if noise is an issue this will probably bother you until you become used to it.
You can convert a regular home heating oil furnace. You must purchase a special kit, or it could cause a fire hazard or inefficient burning. A furnace specialist is recommended for this procedure due to safety issues.
Perhaps the pilot light is out and the gas has been turned off at the valve.
There is a delay on the fan to allow the furnace to get hot so as not to blow cold air into the home at start up. There is also an `OFF` delay, where the fan runs for a minute or so after the flame shuts off. This is to cool down the furnace.

This is how a furnace heats your home. When the thermostat calls for heat, a signal is sent to the gas valve. If you have an older unit, the gas valve checks to see that the thermocouple sees the pilot and if it does, the gas valve opens to send gas to the burners. If you have a newer furnace, the thermostat sends a signal to start the pilit ignition sequence (either spark or hot plate) and then the flame rod sees the pilot (of the hot plate is up to temp.) the gas valve opens to send gas to the burner. The fan control will then send a signal to the blower to start up. As the temp rises in the room, the thermostat sends a signal back to the gas valve to close as it reaches the set point on the thermostat and the blower continues to run until the set point on the fan control is reached and it shuts off ending the cycle. I would say a 40,000 BTU furnace could big enough to heat a 400 SQ ft house, but where have you found a 400 SQ Ft house?
Meet with your installer to determine the capacity of your new furnace. The furnace capacity should be matched with the size of the house. You want to get a furnace that heats a house without overheating the home. Because your furnace will be newer, it will take less energy to heat your home.
