According to Edelbrock, the 2701 Performer EPS is designed for use with square bore carburetors (for those who don't know the difference between a square bore and a spread bore: A square bore has primaries and secondaries that are the same size; a spread bore has small primaries and large secondaries -- like a quadrajet). Edelbrock recommends a 600 CFM performer carburetor for use with the 2701 intake manifold. Edelbrock recommended part numbers are: 1405 with manual choke; or 1406 with electric choke and calibrated slightly leaner than the 1405 for daily driving & fuel economy. You can also use Holley carburetors as well (vacuum secondary or double pumper in the size of your choice).
Edelbrock's website can provide an instruction manual for fine tuning. There is also a tuning kit with spare parts available.
For what transmission? Column or floor shift? While adjusting the linkage to align the shifter with the transmission has to be done no matter what you are working with, Manual transmissions have VERY different linkage than automatics do... Multiple rods vs. just one. Column shift linkage is also a LOT different (and more complex) than floor shift linkage is. If I knew what you were working with I could tell you how to install it step by step.
The 1993 Mercury manual transmission linkage will have adjustment nuts on each end of the linkage. Turning the adjustment nuts will move the linkage back in forth.

Most likely fuse is out. Check owner's manual for location and identification of fuses. If not, check wiper motor, linkage and spindles.
