Every 10 years the United States is required by the Constitution to conduct a census which determines the populations of the states of the union, and the number of seats in the House are adjusted as necessary based on shifts in population. Therefore states which significantly gain population between the previous census and the new census can gain seats in the House at the expense of those states which lost population during the same period.
