if the city/town is surrounded by mountain, your going to get more heat due to the heat being trapped in the city. if it wasn't surrounded, then it would be cooler because the heat can escape easier

And the barrier formed by the Pyrenees Mountains separate France from Spain. Also these mountains provide shelter for the Basque Peoples of Spain.

In every place where there are large mountain ranges the weather of the surrounding region is affected.
