Compared to what? Typically, water at the surface that makes contact with the air would absorb the most oxygen, while water below it would absorb less. Since a fast-moving stream would have lots of turbulence, then it have the water below the surface getting a good chance to change places with the water at the surface ofter, so there would be more water getting to the surface and absorbing oxygen. Also, the fast-moving stream would probably have more air bubbles created, and these bubbles would be in contact with water below the surface and help that water to absorb oxygen stored in the bubble.
