Just because something isn't illegal doesn't make it ethical or right. In some cases it might be that the law hasn't caught up with technology yet (ex. cyberbullying, sexting) In other cases the law was made to stop the most aggravated cases, that doesn't make a milder case ethical (ex petty theft vs grand theft). In other cases the lawmakers have chosen not to make something illegal because of external pressure. Many laws regulating business are weak due to lobbying and pressure from business who won't support the lawmakers if they make the law to strict. (if everybody was ethical we wouldn't need consumer protection laws, or fraud laws, )
