How far below the waterline are pool return fittings installed?
I believe that they need to be at least below the bottom of the skimmer so that, if the waterline were to drop below the bottom of the skimmer, the returns would not run dry. In my pool they are about 15-18" below the usual water level.

The pool's manufacturer. They are not at all standardized across brands, so you need to know what brand your skimmer or pool is, and it helps if you can locate a pool store and bring the old skimmer to them - they may be able to order one, even if they don't have that brand in stock.

How do you install a skimmer in an above ground pool?
First off, you'll need a vacuum hose. I usually put the small end over the jet and fill the hose with water. After the hose is full put the large end in the skimmer. Place your vacuum head in the pool, attach the hose to it, now you're ready to vacuum.
