That depends on the system design. Toyota Hybrids are designed to be able to drive a couple miles on a empty gas tank and a full battery charge (with third party modifications that void the warranty this can be extended to about 30 to 50 miles). Honda Hybrids will not move at all unless the gas engine starts first. Its just a different philosophy.
