the torque converter sets in the bellhousing of the transmission. the very front engine facing part of the transmission that is flared out like a bell.

Your car most likely has an automatic transmission. If you're noticing the rpms going up and down it is because your automatic transmission is using its torque converter. it uses the torque converter to get the transmission up to speed with the engine and then it locks but when the torque gets to be too much for the engine it unlocks and speeds back up again.
The torque converter may not have been installed correctly. If so, serious damage has been done to the torque converter and the trans front pump.

Could have a bad pump or torque converter or low on fluid.
Try replacing the clutches in the transmission.... It might also need a new torque converter as well they sometime do go out when this happens
If the holes do not line up, you got a torque converter for the wrong year (after 1994), or you will need a flex-plate to match. I bought the torque converter from a trusted transmission parts place.. 2 bolts go in just fine the other 2 are off by like an 8th of an inch
check your torque converter and if that's not burnt up its probably your transmission
