There is no definitive answer to this one.
Games like UNO which do not require real time updates from each machine can work with just about any connection.
Halo etc need each machine to update all the others ever few milleseconds, anything over 200 ms generally causes trouble.
Generally a connection is 1mb per second will give an ok game.
It is also important to factor in where all the players in the game are from.
Being located close to each other helps as the signals have less distance to cover (usually, sometimes the internet can be a little strange about that) and is therefore faster.
Xbox live does have a minimum quality test that happens whenever you run a connection test, but anything that can be called broadband will usually pass.
