Figure out the cause of the fault, first. It could be physical, or it could be a matter of programming. These things require diagnosis to identify and isolate the exact problem in order to fix them. From my experience with Volvo trucks, they can be an electrical nightmare, and your problem is probably a short in the wiring somewhere.

Trailer Brake Control fault.
Low brake fluid in master cylinder, fault in brake fluid level sensor, parking brake is on, parking brake sensor fault.
Evap System. Large leak.
Engine check urgently
Code 113 is a fuel injector fault code
Because there is a fault in the brake system. Could be low brake fluid, vac leaks, bad ABS sensors, etc.
Exhaust gas recirculation valve fault
The power brake booster is probably at fault.
Put your foot on brake pedal and lift the brake release at the console.
P1651 is the same as Volvo code 981A, engine control module internal fault / faulty signal.
