Because they hardly had them traditionally. Before about 1980, almost all Belgians were white Catholic Europeans who had lived together for centuries, so no ethnic differences there. They had and still have however a great culture and language barrier that they have never overcome: that between Dutch-speaking Flemings and French-speaking Walloons.

Tensions between these two language groups have led to an effective split-up between their homelands, called Flanders and Wallonia who both have their own national governments. Political parties have been totally split up into separate Walloon and Flemish groups who often even don't cooperate on issues.

Ethnic problems have risen and largely remain unsolved to this day with the arrival since the 1970s of great numbers of Muslim immigrants from Turkey and Morocco. That has led to the rise of a Flemish party that is unashamedly anti-Muslim. The rise on the other hand of the number of fundamentalist Islam followers has only fed anti-Muslim feelings. As in several other European countries, this is a ethnic problem that has remained unresolved to this day.

Belgium has not solved its ethnic problem. On the contrary, through polarized and populist politics, it is worsening rapidly.
