A Flareon would be better than a similarly-leveled Ponyta because it has already evolved. Evolution raises a Pokemon's stats significantly.

The most powerful Pokemon when it comes to stats is Mewtwo, but Mew is probably just as powerful if not more so. After that you've got Dragonite and the fully evolved starters.

Basically evolving has stat benefits and some move benefits like they may not be able to learn a certain move like earthquake until there evolved. Evolution is not bad but it has a few disadvantages so if you want train all forms of a Pokemon and compare which is better.

I recommend Mudkip because when it is fully evolved it has the highest base stat of all of the other fully evolved starters. It's speed may be low but all of it's other stats make up for this. It also has only one weakness, but at the same time it is a quad weakness. Either way it's up to you! :)
