Since about 20,000 years ago when the last ice age, or glacial period, reached it's peak, after that the caps began to melt, receding from the states of america, northern Europe, northern-mid Asia etc, which lead to flooding all around the world which caused things like the flooding of the land which connected england and France etc.

Although it has been melting steadily over the millenniums, scientist who are paid to investigate continuously on why the world is getting warmer have come to the conclusion that CO2(carbon dioxide) from cars and coal power plants etc are causing the planet to warm faster, even though sufficient evidence has not been presented.

As of right now, the south pole and the caps around green land are melting in the summer and freezing in the winter.

there were also a few periods in history that were called "the little ice age" or "the little ice ages" which caused famine and starvation in the not too distant past, and "the medieval warm period" which lasted about 300 years which was before the little ice age.

Answer:The rate of melting is about 3.4% per year according to NASA for the Arctic. There is debate if the total ice mass of the Antarctic is increasing or not. In terms of total area though, the Antarctic has shown definite growth. More information:Some researchers and climatologists have stated that the growth in the Arctic ice that is perceived as evidence that the melting has reversed is only the usual seasonal increase which will melt again as usual when the season changes.

The majority of scientists contend that the general trend for the Arctic continues to be a melting and loss of the multi year polar ice, as it has for the past 16,000 years fairly steadily. Of significance is that the Northwest Passage has been open for the past two years for at least part of the year and many nations are gearing up to exploit the sub-sea oil and gas reserves in the area as the ice cover is now less of a problem.

Changes in the Antarctic ice cap have been much more dramatic with large chunks breaking away from the ice shelves and drifting away. The 770 square mile (1,994 km2) Larsen A ice shelf disintegrated in January 1995. 1,150 square miles (2,978 km2) of the Larson B and Wilkins ice shelves collapsed between March 1998 and March 1999.

The overall affect in the Antarctic though is indisputable increases in total area according to NASA. The bulk of the apparent ice gain in the Antarctic though is sea Ice. The Arctic has seen a 26% gain in summer ice (the most accurate measurement of total ice change) since 2007 again through NASA and GISS sources.

Except we were done warming up thousands of years ago. Glacier melt is accelerating right now because the global temperature is warming about 0.1C a decade...though it's been 0.2C in the last couple decades.
