the compressor is coupled with engine.when the engine runs at 1000 rpm ,the compressor also will work at that rpm ,so that is air is compressed in tanks and it is used for applying.

I would check the radiator cooling fan first. Make sure it is coming on when you turn on the AC. If it is, then you may have a weak compressor. The reason is that a weak compressor may not provide enough prssure at low engine RPM's, but may be sufficient at high RPM's. Another possibility is low refrigerant. This will also cause too low of operating pressure at low RPM's, but could be sufficient pressure at higher RPM's.
Probably because the compressor is cycling on and off to maintain temperature without freezing. Compressor on car runs slower RPM, compreesor cuts out and RPMs go up.

The approximate loaded speed of a 3600 RPM compressor is between 2500 and 3000 RPM. Because the load puts additional strain on the motor, it reduces its rotational speed.
If your compressor is running above its first or second critical (very likely) then you shoud balance it at its operating speed. You need to do a high speed balance.
