The well being of a nation or a society are citizens who are able to exercise their God-given rights. A "free" society is said to have a better sense of well being and present opportunities for all citizens. The power to elect policy making government officials, is a huge civil right that most open minded people will agree makes for a better society. So yes just for these reasons which lead to other benefits, civil "rights" are the essential ingredients of a prosperous society and cannot be over estimated.

In that case, the good of society must come before the right of the errant individual to do whatever he jolly well pleases. Thus laws are created as a way of determining in those interactions who is right, who is wrong, and how society should react to those actions.
