How important does a person have to be before they are considered assassinated instead of just murdered?

Assassination is the murder of an individual because of their position of prominence within a movement, political structure, or government. This may or may not result from their personal actions or beliefs within the position or office. "Character assassination" is the demeaning of an individual by connecting them to actions (true or untrue) that reflect on their morals or trustworthiness.
