How is Leonidas strategical?

He held the pass at Thermopylae to force the Persians to try to turn the position by sea, which enabled the waiting Greek navy to try to defeat it. and so remove its threat to the Greek cities. The sea battle failed, so Leonidas withdrew the holding force and covered its retreat.
