Saudi Arabia is a monarchy, not a Dictatorship. The monarchy was established in the early 1900's (around or shortly after WW I). Am not up on all the history and details, but I believed it involved the British division of the territories previously controlled by the Turkish empire.

Saudi Arabia
Saudi Arabia is one of the world's few remaining absolute monarchies.
B. Saudi Arabia.
Saudi Arabia is not run by Dictatorship, it's Ruled By a king and a cabinet of minsters that the king is the prime minister The Saudi people have no peaceful and constitutional means of changing their government. The king has absolute powers and is accountable to nobody. He passes on power to members of his family. So yes, Saudi Arabia is indeed a dictatorship.
Saudi Arabia, Qatar, Oman and UAE are monarchies.
Saudi Arabia has never been colonized. Before its creation by King Abdul Azziz, parts of Saudi Arabia were under the Turkish Othman rule; Mekka, Medina, and Hassa. The central area, called Najd, was locally governed by tribes and city states, like Daraiah, Buraidah, and Hail.
Saudi Arabia
There is no such principle as "consent of the government" anywhere in the world. If perhaps you are asking about "consent of the governed", then Saudi Arabia is emphatically NOT a place where this is valued. Saudi Arabia is an absolute monarchy.
Because Saudi Arabia is ruled by absolute monarchy - by a king/queen rather than a government. Absolute Monarchy = Ruled by the king/queen (ie- Saudi Arabia) Monarchy = Ruled by the king/queen but governed by the government (ie- United Kingdom)
A national of Saudi Arabia is a Saudi.
