A bill begins as an idea of a citizen or a representative within the House. These ideas must be presented to the House by a representative. A sponsor is needed to show support for the bill and to provide evidence as to what the bill is expected to provide. A bill then is assigned a number and read to the House of Representatives. The Speaker of the House sends this bill to a standing committee within the house. A group of representatives that are experts in the area of which the bill addresses conducts research and writes a review on the bill. It is then voted on by the committee as to whether the bill should go to the House floor for voting. A debate may be conducted prior to voting on the bill. If the bill receives a majority vote in the House it is then sent to the Senate. The Senate then conducts their own voting and registers the yea and nay votes. If the bill passes with a majority rule in the Senate it is then sent to the president for his signature. The president has the power to veto the bill or can sign it into law.
Well from what I think I can recall whenever I happen upon or turn on certain stations while I might be channel Surfing !?! Is what looks like a court-room of people that some would introduce bills or motions I guess !?! To PASS CERTAIN bill !?! & some that may be sitting behind some desk or judges bench of sorts & mostly suggestions are said,yelled out, introduced round the room that others
round said room might yell out YAy's & Nays etcetera;etcetera that determines if said MOTIONS or BILLS!?! will be passed or not
