The only differences I can think of is variance of colouration no matter how pure the breed is and the size and stature of the horns which makes them easily recognizable even from a distance. Other cattle's horns are piddly things compared to the great breadth of the Texas Longhorns'.

Other than that, they are cows and act like cows just like the rest of them.

There is no such thing as a female longhorn steer nor a male longhorn steer. A longhorn steer is specifically just a longhorn steer, only a male (that has been castrated), never a female or either or.

I know it sounds confusing, but let me put it this way: Cattle, are divided into four genders: cow (mature female bovine), bull (mature/intact male bovine), heifer (young/immature female bovine), and steer (male castrated male bovine). Of those genders, neither of them are female or male, they are what they are. Hence, a longhorn steer is simply a male castrated bovine of the bovine breed Texas Longhorn (or English Longhorn).
