On many of the GM cars you just depress the pedal and that release a pawl and the pedal is released. Otherwise look for a relase handle under the dash.

The parking brake is set by pushing, with your foot, the parking brake pedal on the left side of floor area. It is released by pushing with foot again.
There is a parking brake headlight dimming switch some where in the system. You can find some info on it in your owners manual. My switch is also not working. When I find out more information I will let you know.
