Rifle barrels are measured as overall length including the chamber, so measure from the base of the cartridge to the muzzle, but don't try that with a shortened shotgun. As Fed law requires minimum 18 inch barrel length. Randy Weaver of Ruby Ridge fame had a shotgun with barrel measuring just over 18 inches overall, but the feds inserted a shell in the chamber and ran a tape measure down the barrel to the shell and called that shotgun illegal.
First, make CERTAIN that the firearm is empty. Then check it again.
For a revolver- open the cylinder- or remove it. Insert a wooden dowel smaller than the barrel down the barrel, until it reaches the rear end of the barrel. Mark the dowel at the muzzle, withdraw it, and measure.
For MOST other firearms- check that it is unloaded. The weapon should be cocked, so that the firing pin is not sticking out. Insert wooden dowel into barrel until it stops, mark, withdraw, measure.
DO NOT leave the dowel in the barrel after measuring.
