Tigers are generally not neutered, as they are endangered and the world's zoos and wildlife reserves need all the breeding animals they can get. However, the procedure is approximately the same as for the castration of a male dog - general euthanasia, remove the testicle, ligate the vessels and ducts connecting the testicle to the internal body and then recover the tiger from anesthesia. In general, the surgical site is not sutured to allow for drainage; the scrotum is very sensitive and sutures tend to make the healing process take longer.
There is no such thing as a "neutered cow." You can get a neutered bull, which is called a steer, or a spayed heifer, but never a "neutered cow."
This is easy. You need to look for its testicles. If it has them it is not neutered. If it does not it is neutered.
