Pretty much. Cell animation is taking a transparent sheet like what is used in projectors, and ink and paint chatacters on them. They also can use multiple cells on top of each other to animate character limbs so they dont have to redraw as much. This is used in the old cartoons like Scooby Doo, the Flintstones, Mickey Mouse, you name it. Another advantage to this is to not redraw the background. they can film the cells in sequence on top of one background. This technique saves time and money.

Depending on the type of animation desired, sometimes the process can be wholly computerized; in other cases, such as in many 2D "cartoon" animations, the hand-penciling work is still necessary, before it is then scanned to the computer to be colored and sequenced digitally.
