In nearly every endeavor the ability to communicate is so essential that it is a "core" competency in that it is necessary for accomplishing the goal of the endeavor. Language is the primary method of communicationin every society so language proficiency will be one of the ways the ability to communicate is evaluated or judged. It is all related to what you are doing however. For example if you are working with people who speak another language from the primary language in use where you are, your ability to communicate in the second language will be the primary evaluation - not the ability in the primary language, unless both are required.
