The votes cast by the public in November are used by each state to determine who that state's electors will vote for in the real Presidential election in December. 48 of the 50 states plus D.C. use a winner-takes-all system, in which 100% of the state's votes go to the candidate who receives the most votes in that state in the November election. The number of electors each state has is equal to the total number of Representatives and Senators the state has in Congress. Every state has two Senators, and the 435 House Members are divided among the states based on population, with each state getting at least one. The state with the smallest population, Wyoming, casts three votes, and the state with the most people, California, casts 55.
