A census is taken every 10 years and from that data the state is divided in districts. Each district elects representatives for 2'year terms. The total population number decides how many Representatives are elected for that state. Sometimes when setting districts state law makers will try to set them to benefit the political parties and election results. This is called jerrymandering.

The states do not choose the number of reps. the US. every ten years, just after a census, chooses the amount of reps. based on population
