The Iranian government has three branches: the Executive (with a President), the Legislative (with the Unicameral Majlis) and the Judicial (with the Supreme Council of Ayatollahs). In theory, this would be a democracy, but since the Supreme Council chooses what laws should be passed, who gets to run to be a legislator or president, and the general policies of the country, the Supreme Council effectively sits as the head of a Dictatorship.
There is also a minority view that the entire civilian government is a farce for the military who rule the country. Since Iran's government is murky, this is actually a possibility.
