Each state has 2 US Senators and this is in the US Constitution.

The number of US Representatives is determined by the relative population of each state. The total has been fixed by law at 435. The number for each state is based on the US Census, and is changed every 10 years as necessary to account for shifts in population. Over time, some states will gain representatives and some will lose them, but each state must have at least one.

Unlike the Senate, where each state has two Senators, Representatives are based on a state's population, which is updated every 10 years (through the census). Currently there is a fixed number of 435 seats for the House and these seats are apportioned according to population of the states using the "equal proportions method." The division is not equal however as every state is guaranteed 1 seat.

Consider California's representatives: For a population of 33,871,648 there are 53 representatives. Each representative stands for about 639,088 Californians.

However, Wyoming the smallest populated state has 1 representative for its 493,782 citizens.
