There's an Election every fourth year where the people of Norway vote for a political party. If none of the parties gets over 50% of all votes, they have to team up with the other parties closest to their ideals. The Prime Minister is usually the leader of the political party which gains the most votes, that managed to become the ruling government.

The process is very similar to what happens in Canada, the UK, and other parliamentary

democracies. Candidates representing the various political parties stand for election to

parliament in the local districts, and winners are chosen by popular vote of all citizens.

If one party scores more than half of the seats in parliament, then the leader of that

party is the Prime Minister. If no party wins 50% of the seats, then the leaders of the

two or possibly three parties winning the most seats attempt to put together a

"coalition" ... a partnership of more than one party that agree to cooperate as a single

government. The party leader who succeeds in assembling that partnership then

becomes the Prime Minister, and holds office as long as that coalition holds ... until he

loses the confidence of the coalition, and is voted down in the parliament. When that

happens, the government has literally fallen, and new parliamentary elections are held.

Israel is the only country in that part of the world where male and female citizens

of any religion have the vote, where there have been regular periodic changes of

government, where a woman has served as Prime Minister, and where there have

been no military takeover or mass anti-government demonstrations since the

country became independent in 1948.
