Almost definately. I had the radio cassette in my wifes 02 Clio replaced by a Renault CD player and it worked with the steering wheel controls. Not sure about the procedure (we had it done at the dealership we bought the car from as an add in when we bought it) so don't know what if anything else they had to do.
it is located in the airbox under the air filter if i remember correctly (its been a while since i done one) pop the engine cover off, move the airbox and filter to the side and you should be able to see it, i believe the valve its self is held in by 2 10mm bolts but once again its been a while since i done it, its a bit stiff to get out sometimes but it will come with some persuasion!

Just been told on the phone by a mech friend its ten thou for the inlet and twenty thou for the exhaust,these have to be done cold.
This refers to the ability to change the timing of the valves opening and closing depending on speed or load. This is done either to increase power or fuel economy or to decrease emissions.
That's a pretty broad question. What type VW? Ignition timing or valve timing? Assuming that you're asking about ignition timing, it is generally done by rotating the distributor, although without more details, it's impossible to give you a definitive answer.
If this engine is an interference engine it may have done damage to valve, piston, or head. Or the timing is off so far that the engine will not start. Install a new timing belt correctly and start the engine. You will then know if any damage was done.
This should be done every 36000mil or 60000 km to be sure, they are rated to last as long as 100km but you needs to take driving habits into consideration.
