The Roman Empire was so big that there were a lot of different people with different cultures living in it. The Roman Empire was a very big empire with its capital in Rome, ruled by an emperor. Roman Empire, political system established by Rome that lasted for nearly five centuries. War victory and a society with a large slave work force was the reason why the Roman empire got so large.
The precedent of the Holy Roman Empire was the Carolingian empire established by Charlemagne in 800. This empire covered France, Italy and Germany, which at the time included Holland, Luxembourg, eastern France, Switzerland, Austria, and Bohemia (the Czech Republic). This empire ended in 888 when the Carolingian dynasty died out. In Germany there was lack of unity and a lot of fighting between the princes. France broke away and Italy came under the control of other rulers. Henry I the Fowler managed to restore royal control over Germany. His son Otto I strengthened central control in Germany. In 961 he conquered Italy and restored the old empire minus France. He was crowned emperor by the pope and named himself Holy Roman Emperor, modelling himself on Charlemagne who had been given the title of Roman Emperor. His empire was called Holy Roman Empire.

Recognising that the Empire was too large and troublesome for one ruler to control, he introduced two Emperors and tho Caesars, each with their own area of responsibility and control.
The main weakness was their size. With such a large territory it was hard to control and protect everyone
The Byzantine Empire was one of the original large Empires of the world. It was also one of the most stable. The stability came from understanding how to expand under control as well as having a stable government in control.
