Any 125cc motorbike can fullfill those demands. But in many countries it's allowed for youngsters to drive 125ccm's, however it's not for sure that those are allowed on the motorway. In Germany it's under demand of 80km/h restrictor that 16year youngsters may drive 125ccm's and i can't imagine such on the autobahn with its unlimited speed.
You have to study the local rules. I think 49cc motorbike is not allowed on the highway.

-that depends on what you mean by restricted- to ride a 125cc bike you have to be at least 17 you pass your cbt- you are allowed to ride a bike up to 125cc as long as you wear L plates at all times, do not go on motorways and do not carry a pillion passanger

Hey there ... I'm stuck, I was sure that you could drive a 125cc in Scotland of you had taken your CBT and had L plates on the bike, no passengers and not allowed on motorways. Then somebody told me that you could have a 125cc but have it restricted to a 50cc until you turn 17. Then I got told that I could only get a 50cc and now I'm really disappointed as I just got an aprillia RS125 and I don't know if I can drive it on the road or not. I need help? Anyone? The legal age to ride a motor scooter in the USA is 16. The driver is only allowed to drive a scooter up to 125cc in engine size.
