Since SOME unrefrigerated time is unavoidable during processing and transportation, you should never eat anything that's been unrefrigerated more than an hour. (This is true primarily for foods containing protein, but it only takes a tiny amount of chicken to drop into the rice to contaminate the whole, so use the rule for everything.) Also, rules about letting a food come to 'room temperature' before refrigerating were devised in previous decades, when refrigerators weren't as efficient as they are now. No matter how hot a food is, refrigerate it! Trust me, it's easier to discard some leftovers than to go through a real toilet-hugging, stomach-pumping bout of food poisoning.
Yes, all foods which should be refrigerated before they were cooked should also be refrigerated after cooking. Bacteria and virii grow at temperatures between 45 and 145 degrees F like gang busters. So, if your food is luke warm or just sorta cold and you let it sit for long enought to grow nasties (over an hour) you're inviting a trip to the can every 15 minutes for 3 days. Food poisoning is a fairly common ailment. I'll bet you know 2 people who won't ever eat "fill in the blank" again because they were poisoned by it once. Don't hate yourself enough not to properly prepare, store and re-heat your food. You can Dodge sickness nine times out of ten if you use some common sense BUT it only takes the one time to make you wish you'd been a bit more careful. As an aside, chefs spend a tremendous amount of their training on prep/sanitation of food for a very good reason. No Michelin star winner wants to make a diner poop/puke for half a week because they were careless or negligent.
