New York City is STILL being built. Maybe not outward, but upward, as there is no more space. So now they tear old building down that are no longer being used, or are already derelict and unsafe, and build new modern buildings (which, in themselves, will be old and derelict, also, one day). The original line, from City Hall to 145th Street took 4 years to build (1900-1904). From 1905 on through 1940 the bulk of the rest of the system was built. There were some additions in 1988 (Archer Avenue Line) and 1989 (63rd St connector) and construction is now going on for an extension of the Flushing line from Times Square to the Jacob Javits Center on 11th Avenue/34th Street as well as ongoing construction of the Second Avenue Subway.
