No, Plucked eyelashes do not ALWAYS grow back.
You see, I myself, used to have this disorder thing called "trichotillomania".
It is where you constantly twist or pluck hair out from either your hair, eyebrows or eyelashes. The most common is eyelashes. You know your doing it,
but it's like smoking. You cant stop, and after wards, you look in the mirror wishing they were back and wondering why you plucked them out.
I have only about 15 eyelashes on each upper lid on each eye at the moment,
and have been waiting for them to grow back, but it's taking a very long time!
Until they grow back, I use dark eyeliner on my upper lids, so you cant really
notice unless you look close up.
ALSO ... to help the growing of your eyelashes, use castor oil. It is a natural
hair exfoliant and helps the hair to grow back speedily. You can get it from a
chemist or maybe even your local food store?
IF .... they don't grow back within 2-3 months, and you haven't plucked them out since, the chances are they probably will not grow back, sorry, but you are not the only one, there are millions of other people out there just like you, in the same situation.
answ2. They probably will not grow back from the same root which was damaged in the plucking. But new ones will grow from new root cells.

Eyelashes do grow back, they fall out and you grow new ones all the time, like other hair. I'm not sure how long it takes though. They will grow back. Eventually, at least. It could take 1 week to 6 months depending on how bad the case is. If you constantly pluck your eyelashes it could be awhile, if you plucked but stopped you just wait, if you burned them or whatever the case is.....eventually they will grow back. You can try products, but I think letting them just grow is fine or applying some Olive Oil.

Damaged as in ripped or singed off eyelashes do tend to grow back (as i have a problem with picking off mascara therefore sometimes taking the lashes off with it) only they will grow at a slower pace and tend to be weaker thinner and not so dark :( but they do grow :) I put mascara on and my eyelashes and they got all itchy, they do grow back but it could take up to 3 months or even 6months depending on how bad they got burned/plucked/ or whatever. It could take less time if it isn't so serious, or if plucking you don't keep doing it. Try not to rub them either. I currently have barely any eyelashes, (and they're short), but they should be back by summer time I am hoping, earlier will be great though! =)
