The longer and slower, the better. Three hours is generally a good time, the time is not calculated per pound as one would for a roast. Fatty, gristly meat makes the best stew (beef shanks are excellent); long, slow cooking breaks down the collagen fibers, making these cheaper cuts of meat tender and succulent. Lean cuts (top round) are not a good choice, they will become tough.

Here's a basic method:

Coat the dry meat in a mixture of flour, and a small amount of ground black pepper, and salt.

Brown the meat by quickly heating and turning it over high heat in a lightly-oiled skillet

Remove the meat, and place it in a large stockpot, and cover it completely with beef stock (you may use canned broth if you must, but good stock is much better

Bring to a boil, then reduce the heat to a slow simmer (200 degrees Fahrenheit is perfect)

Cook at this temperature until done, the meat should practically dissolve in your mouth

Cubed potatoes can be added early in the cooking, they will thicken the sauce, and when they become rounded, the stew will most likely be done (this is an old Hungarian method)

Other vegetables may be added according to their cooking times; turnips, parsnips, and carrots take longest, then onions; peas may be added ten minutes prior to serving

Herbs and wine may also be added
